In recent years, the industrialization and urbanization in China are developed rapidly. At the same time, along with the
convenient transportation and resources, the chemical plants are constantly gathering in the metropolitan or along the rivers.
The production, transportation, trading and use of such dangerous chemicals result in the frequent environmental accidents
in China. The sudden increase of urban population and economic density lead to the rise of environmental accident loss. The
frequent occurrence of the environmental accident has sounded alarms and deserves much attention paid to it from several
viewpoints. Shanghai is the metropolis of Changjiang River Basin, the chemical industry is flourishing, many old heavy chemical
industries are distributed in the Huangpu River and Shuzhou River, the major chemical parks are spread in the Wujing, Wusong,
Gaoqiao and Taopu area, the new chemical parks are mainly scattered in Jinshan and Baoshan. Due to the high population
density, the environmental accidents would cause the serious social impact and economic loss. The Environmental Pollution
Emergency Risk in Shanghai has begun to raise concerns.
The Environmental Pollution Emergency Risk zoning is the new method to analysis the regional Environmental Pollution
Emergency Risk; it is also the important basis of Environmental Pollution Emergency Risk and the distinction Environmental
Pollution Emergency Risk management. Based on the review of both domestic and foreign researches regarding the environmental
accidents and zoning methods, the paper adopted the integrate method of combining top-down with bottom-up to conduct the
risk zoning of environmental accidents of Shanghai. The top-down is the space variation partition of Environmental Pollution
Emergency Risk; and the bottom-up is the similarity combination of zoning feature. The integration of top-down with bottom-up
can show the spatial character of environmental accidents risk.

Weihua Zeng graduated s from Tsinghua College, China and postdoctoral studies from Environmental School, Beijing Normal University. He is the
director of the Institute of Environment management, Beijing Normal University Now. He has published more than 100 papers in reputed journals
and serving as some editorial board member of repute.
