Abstract
Most researches made a spot and focused two roles: Agency and resource dependence. While these two roles are theoretically and practically distinct, previous research has used the same classification scheme for measuring board composition regardless of role examined. We often talked about the climate change negative impacts, we usually concentrated on the mitigation actions, these topics usually discussed in US and Annex-I countries in particular. In developing countries, mitigation of the climate change impacts is too important also to discuss, but adaptation take more higher interest in developing countries, we also argue and encourage others to take the same attitude. Adaptation to climate variability and change is very important both for impact assessment and for policy development. The adaptation to systematically specify and differentiate adaptations, based upon three questions: (1) adapt to what? (2) Who or what adapts? (3) How does adaptation occur? Adaptation is adjustment in ecological, social, or economic systems in response to actual or expected climatic stimuli and their effects or impacts. This term refers to changes in processes, practices, or structures to moderate or offset potential damages or to take advantage of opportunities associated with changes in climate. It involves adjustments to reduce the vulnerability of communities, regions, or activities to climatic change and variability. Adaptation is important in the climate change issue in two ways-one relating to the assessment of impacts and vulnerabilities, the other to the development and evaluation of response options. Capacity building for adaptation is too important to enhance the developing countries capabilities, to push the strategic planning to be in the same side of the sustainable development to their poor communities. Local Governorates also have to moving forward to reduce and save the natural resources consumption and make the development plans in co- operation with others, talking in account the integration and comprehensive of all other partners to get a hard and strong plan for one vision and be available to implement. One of the most important impacts of climate change concentrated on sea level rise, which leads to corrosion of shores, so the available area for resident will tends to be smaller, many expected problems will be available, e.g. migration of human from north to south looking for other safe areas, lack of work opportunities, lack of corps, etc. So the policy makers have to take all the expected climate change impacts in account for the coming future. The targets and goals for the decision makers all over the world tend to implement the development for their people; many years ago we?re talking about the sustainability when we mention the development, which means not to forget our coming generations and their rights for development. So, we?ve to discuss adaptation plans from sustainable development view
