The genesis of policy begins with the identification of problems and their placement on the policy agenda. Policy formulation follows, involving research, consultation, and proposal creation. Continuity of policy hinges on successful implementation, adaptation to changing circumstances, and institutionalization within the governing framework. Policy change, the final facet, is driven by external pressures, political will, and advocacy. This article provides a holistic perspective on policy dynamics, offering policymakers and scholars insights into the intricate processes that underpin governance and policy evolution [1].
