Book Review

Maintained by Saadon Awang and Abd. Rahim Romle, this bookshaped set in the Book of Readings concept brings together the works chosen to discuss topics related to the development of the country, with relating it to the aspects of the development, administration and law. The discussions highlighted are aimed at connecting with the core understanding of the actual implementation of the processes of national development. Some studies also included strengthening the arguments and facts presented it. This book aims to achieve the target readers who have a background or interest in the social sciences. For that purpose, this time publishing dedicated to development, administration and the law has become a special theme to load the selected articles. Selected articles were contributed by authors from various academic backgrounds and administration, particularly academicians from Universiti Utara Malaysia. Also included are articles contributed by staff of Universiti Malaysia Perlis and Civics Bureau.

Development is something that cannot be denied in the process of development of a country. Instead the civilization of a society also requires the development of political, economic and social to grow from one stage to the next progress. Since the past until now, there are various forms of work produced to showcase knowledge and discussion related to topics and issues of national development. Topics and issues of development are often produced in the form of such a discussion of concepts, applications and studies of current for future reference [1].

The first part discusses the basic concepts related to administration, law and development. The articles selected were discussing about the main actors who are directly involved in the development process of the country’s government. The discussions touched on the structure, function and processes involving the government. This has been delivered through articles on local administration, the doctrine of separation of power and leadership. These discussions allow readers to understand how government services can be up to the people to the lowest level. It also allows readers to know the rules so that service delivery is done around the elements of justice, freedom and equality. In addition, the discussion also focused on how readers can understand the concept of national leadership so that we can make the right choice and are confident with the choice we made it to lead the country towards achieving the goals set.

The national development process also usually cannot run away from facing various barriers and obstacles. It exists in many forms, including crisis, issues and problems. To overcome these barriers and obstacles, the government through the machinery of government, namely the legislative, executive and judiciary who play their roles according to the limits and jurisdiction specified in the guidelines. All this is discussed in Part Two of this book that is a compilation of selected articles.

Part Three of this book brings together case studies related to specific aspects of national development. This is seen from the aspect of resource development as a whole, involving human resources and nonhuman resources. The first article has touched on office management practices in Malaysia. The focus of discussion is how the information in the government-managed public agencies so that all processes and actions by employees can be implemented efficiently and effectively. The second article concluded how a project should be managed in order to achieve the expected results. Studies in a garden theme selected for the study incorporates a variety of tasks into a single centralized management, which can describe how an organization’s operations can be adjusted to achieve the goals of the organization. The third article has highlighted the findings of how the public view, prioritize and take the necessary measures to changes in the organization. The fourth article gave a perspective of development through the construction of a broad nation. This is done as part of the process of human capital development of human resources that has been appointed to public organizations. This state courses have been choose because this is part of the activities that should be able to build self-esteem and strong among the people, and creating loyal and committed to give their contribution to the country unequivocally.

Overall, the articles selected for this publication has contributed according to their respective categories. Starting with an introduction to the theories and concepts that underlie the understanding of the fields of science, discussions subsequently linking it to the implementation of basic practices are practical and contemporary. That relationship was strengthened by the presentation of facts based on case studies selected. This gave a complete picture related to the process of national development as the aim of this book.
