Open access is a good solution. Readers are completely free to get and distribute the publications at anytime, anywhere in the world, as long as they can access the internet. The power of internet is never overestimated. The more readers we have, the higher citation frequency we get, and then the higher reputation is established which in return attracts more distinguished authors. It is a beneficial cycle. Another benefit of open access is the quick publication, always presenting timely research state of the art to readers. As a good example, the open access journal Optics Express became a leading journal in optics just after several years of foundation, with IF even exceeding that of Optics Letters.
